Kachin Black Sticky Rice with Jaggery

The far north grows the rice the rest of the country brags about. Around Myitkyina and up toward Putao, Kachin farmers raise black glutinous rice — a bran-dark grain that steams up purple, glossy, and faintly nutty — and sacks of it travel south as gifts and market prizes. The rice is old in the hills; its fame in the national conversation is recent, carried by the same wave that put Kachin restaurants on Yangon corners, so we file the dish as modern and let the paddies keep their own longer count.
This is the plainest good thing you can do with it: steam the soaked grain, gloss it with dark jaggery syrup, and finish with toasted sesame and coconut. Lowland Myanmar eats its purple rice — ngacheik — as a savory breakfast with sesame salt; the northern sweet tooth pulls the same grain toward jaggery, and the result lands somewhere between breakfast, dessert, and an argument for eating rice on purpose rather than by default.
Two rules protect the dish. Soak overnight, because the bran coat that makes black rice worth eating also resists cooking, and shortcuts show up as chalky centers. And steam over the water rather than boiling in it — the color and the springy chew stay in the grain where they belong. Dress the rice hot, when it still drinks the syrup, and serve it with green tea bitter enough to keep the sweetness honest.

Step 1: Soak overnight, honestly
Rinse the black rice and soak it in plenty of cold water for at least 8 hours. The purple-black bran layer that gives this rice its color and chew is also a raincoat — unsoaked grains will still be firm at the center when the outside has long given up, and no extra steaming fixes it evenly.
Step 2: Steam the rice
Drain the rice, toss with the quarter teaspoon of salt, and spread it in a cloth-lined steamer basket. Steam over rolling water for 40 to 45 minutes, sprinkling a tablespoon of water over the surface at the halfway mark, until the grains are glossy, deep purple, and tender with a proud chew. Steaming keeps the color in the grain; boiling washes it into the pot.
Step 3: Make the jaggery syrup
While the rice steams, melt the chopped jaggery with the water and pinch of salt over low heat, stirring, until it forms a dark syrup thick enough to coat a spoon — about 5 minutes. The salt is not decoration; it is what keeps the sweetness from going flat and one-note.
Step 4: Dress the rice
Turn the hot rice into a bowl and fold two-thirds of the syrup through it with a wet wooden paddle, gently, so the grains gloss without mashing. Hot rice drinks syrup; cooled rice just wears it — dress it the moment it leaves the steamer.
Step 5: Serve warm
Mound into small bowls or onto squares of banana leaf, drizzle with the remaining syrup, and scatter generously with toasted sesame and coconut. Eat warm, with strong green tea — the bitterness is the correct companion, not an accident of the table.

Is black sticky rice the same as the ngacheik at Yangon breakfast stalls?
Same family of purple-black glutinous rice, and the lowland breakfast of ngacheik with sesame salt is a close cousin. What Kachin State contributes is the rice itself — the northern hills grow varieties prized across the country — and the jaggery-dressed version here leans sweet where the stall version leans savory.
Can I cook it in a rice cooker?
You can, with the soaked rice and water just to cover, and it will be honest if slightly softer — the color stays because the water is all absorbed. What you lose is the distinct, springy grain that steaming preserves. Never cook it in an open pot of boiling water; that way lies gray porridge.
What if I cannot find jaggery?
Dark brown sugar or muscovado makes a fine syrup, and coconut sugar is closer still. You lose jaggery's faint smokiness — the flavor of the open pans it is reduced in — which is real but not fatal. Avoid white sugar; it sweetens without saying anything.
Can I make it ahead?
Sticky rice stales fast in the fridge, so same-day is the honest answer. If you must, refrigerate the dressed rice covered, then re-steam or microwave it under a damp cloth until hot and soft, and add the sesame and coconut only at serving.
